I want to thank you all for your hard work and continued efforts to improve our community. As you know, for quite a while our community seemed to “not be taking care of itself”. With the renewed Architectural Review Committee, we are all working to improve our homes and, hopefully, our lifestyle. From routine maintenance to major projects, these efforts are making a visible difference in our neighborhood.
The board strives to keep an open mind to the needs of our community as well as address things that are long-term goals, some due to urgency or community concern. We still have items in our park that need to be completed - repair of benches, replacement of fencing at the backstop and continued cleanup. We will continue to work and repair items. We have begun working with individuals and families on placing memorial items, such as a memorial bench, picnic tables, or a tree in our park as “permanent reminders” of a loved one. In this way you can memorialize a loved one within our community and let others enjoy it as well. If you are interested, please send us some of your ideas for your family memorial, and we will work with you to make it happen.
Our park has a lot of potential and still needs our help in making it our “crown jewel” along with being a multi-functional place for all.
Safety, Security, and General Reminders:
We are a community not a racetrack. As the new school year has begun, our children are out walking to and waiting at bus stops. Please take note of this and keep an “eye open” for them. Throughout the day, we also have a lot of runners, walkers and cyclists and rely on you to respect their safety. Please ask your friends and visitors to slow down, as we are a “family community”. Sheriff deputies, as you know, patrol here at different times and has been giving out speeding tickets. Everyone, Please Slow Down.
Reminders for all of us:
Please keep your dogs on a leash and pick up after them. You are in violation of Orange County Ordinance.
It is against Orange County Ordinance to park a vehicle across a sidewalk. You can and will be ticketed for this action. Our deputy has noted he is seeing a lot more of this and will begin to hand out notices.
Parking on your lawn / grass is a violation and we again ask that if you do not have enough driveway you park on the street in front of your residence.
Our neighborhood is zoned as a “SFR” & “LTR”. This means that if you have others staying in your residence that are not family members you are in violation of the Orange County Zoning Rules and Regulations in regards to a Single Family Residence. Also, if you are renting a room to visitors you are in violation of the Bay Lakes Rules and Regulations you agreed to when you purchased your property. Or as a renter when you signed your rental agreement with your landlord. Orange County also states that we are zoned as a Long Term Rental Community. Any owner renting a room thru VRBO or any other other source that is under six (6) months and one (1) day is in violation of Orange County Zoning and is subject to a fine from the county. Any renter subletting a room or rooms is in violation and breach of their rental agreement subject to eviction by the owner.
As President, I would like to thank you all for your hard work keeping Bay Lakes looking great. Also, I am asking you all to be more active as members of our community by continuing to volunteer for our events. Without your help, we are in jeopardy of paring down or completely losing some of our community events. As a community, the best road to improvement is for our neighborhood to work together as a team. I ask all of you to please help your neighbors by volunteering with our events and projects. We are a diverse community and all have talents that can be offered to support and improve our community.
Our volunteer board was put in place years ago to maintain our community’s appearance and oversee Bay Lakes. Please reach out and help us continue to offer events throughout the year.
Next Door Communication
I want to say that I see more and more communications on NextDoor, which is great. This is a good way to see what is going on not only in our community but surrounding ones as well. Please remember there are guidelines for NextDoor and anything unacceptable can be reported by community members and may be removed. Now is the time for you to continue to help by volunteering. Please make the time to update your personal information on our Bay Lakes HOA web page. Also, all of the HOA Rules and Regulations are posted online on the website for you to re-familiarize yourself with them to get a jump on items that you might need to address. PARK AND ENTRANCE MAINTENANCE
The grounds upkeep and improvement has kept both Hilltop and the Board busy this summer! With several weeks of rain, keeping the normal schedule was a challenge along with completing some extra projects.
Earlier in the summer, Hilltop removed 2 dead pine trees toward the front entrance. This makes a total of 6 trees removed this year! We are working toward keeping the beauty of the neighborhood as you first drive in but more importantly the safety of everyone.
As fall is upon us, we continue to work toward keeping our trees and plants vibrant and beautiful. You may have noticed the memorial trees on the green space were pruned recently. Special attention was given to ensure the trees were not covering the lights as well as lifting the canopy. And by the time you read this, the Bay Lakes signs at both entrances and sidewalks starting at Granada and Apopka Vineland all the way into Bay Lakes were cleaned.
With our recent Hurricane, a special thanks is extended to Hilltop for quickly taking care of some of the significant debris at our entrance.
As the weather gets a little cooler, I hope you are able to get out and enjoy our beautiful neighborhood! See you around!

Architectural Review Update
Thank you for all the cooperation we have received so far in addressing items on notices mailed out
over the past few months. There have been numerous improvements made and the neighborhood is
really looking much better than it has in a number of years! We know this isn’t always an easy process
but want to Thank You for the support you have shown in helping to raise the appearance level of our
Even though we’ve made significant progress, below are a few items to keep in mind as we go forward:
Garbage cans – still a bit of a work in progress, but the number of cans stored in view from the street
has decreased substantially. This really goes a long way with raising the appearance of a home. We
have got many homes in the neighborhood that are very well kept. The first thing someone sees when
looking at your home shouldn’t be your garbage cans.
Sidewalks – although the sidewalks belong to Orange County, the ongoing maintenance and cleaning of
them is the responsibility of the homeowner. They should be maintained in a similar fashion as the
driveways. Clean sidewalks and driveways give a great first impression of a property. Should you
have any issues with sidewalks from cracking or shifting (up or down) which could create a safety
hazard, please report those issues to 311 and the county can address.
Trees – remember to periodically have your trees pruned. This helps maintain the overall health of the
tree as well as the lawn below it which may not currently be getting sufficient light. For those people
with trees in the areas between the street and sidewalk, the county will come out and prune but only to
certain specifications. To get it the way you want may require an added expense on your part.
Lawns – we know it’s been a challenging year for lawns, but please continue to address bare spots and
high levels of weeds in the lawns. For those homes with sidewalks in front of them, remember that the
portion between the sidewalk and street is part of your lawn and should be maintained to the same level
as the main area.
